6.7.3.1  Rights and Responsibilities which Apply to Everyone in a Country

There are some benefits which are available to everyone who happens to be in a country, including visitors who expect to be there for less than six months:

·      Everyone benefits from public infrastructure (3.2.8).

·      Everyone is entitled to expect socially-acceptable behaviour from the people they meet (4.4.2).

·      The protection of the law is available to all.

In return for those benefits, everyone should obey the law and try to behave in a manner which will be socially acceptable.  And everyone pays the taxes which are levied on the sale of the goods and services which they buy. 

Citizenship confers additional rights and responsibilities (6.7.3.3), some of which also apply to anyone who is a permanent resident (6.7.3.2).
