boundary disputes and land grabs that the UN is unable to prevent

pre-emptive strikes, or assistance to other governments and groups of people

7.3.3  International Terrorism

groups such as Islamic State spreading terror to other countries

7.3.4  Covert Interference

concealed activities in another country, to gain an advantage over it

7.3.5  Hybrid Warfare

combined subversion and military force, as used by Russia in annexing Crimea
